公正取引委員会勧告
公正取引委員会は１９８８年、ロッテに対してシールの価格差を無くす、
種類毎の混入率を均一にする、特定のシールに価値が出るような広告をしない、
という３つの自粛案を出した。
ロッテはこの指導に従い、全シールの価格差を３円前後に抑え、
ヘッド、天使、悪魔、お守りの割合を２５%均等に振り分けた
そのため今までキラキラと光っていたホログラム仕様のヘッドは地味なシールとなり、
ヘッドが当たる確率は悪魔と同じ割合にまで引き上げられた。
当然の結果として、レアカードであったヘッド、ひいてはカード全体の価値が暴落し、
一気にファンが離反するという事態となった。
